The Environmental Protection Tax Law came into force

As China's first single-line tax law to promote the construction of ecological civilization, the Environmental Protection Tax Law came into force on January 1 this year, which also means that China's pollution discharge fee system, which has been implemented for nearly 1 years, has withdrawn from the historical stage.

The general idea of the Environmental Protection Tax Law is to change from "fee" to "tax", that is, in accordance with the principle of "tax burden shifting", to achieve a smooth transfer from the pollution discharge fee system to the environmental protection tax system. The Environmental Protection Tax Law enshrines "protecting and improving the environment, reducing pollutant emissions, and promoting the construction of ecological civilization" into the legislative purpose, specifying that "enterprises, public institutions and other producers and operators that directly discharge taxable pollutants into the environment" as taxpayers, and determining air pollutants, water pollutants, solid waste and noise as taxable pollutants.

Textile wastewater mainly includes printing and dyeing wastewater, chemical fiber production wastewater, wool washing wastewater, hemp degumming wastewater and chemical fiber pulp wastewater 5 kinds. According to statistics, the wastewater discharge of textile printing and dyeing industry accounts for 7.5% of the statistical discharge of industrial wastewater in the country, ranking fifth in the national industrial industry, with a total of 5.14 billion tons / year. Among them, printing and dyeing wastewater is the main source of pollution in the textile industry, with an annual discharge of about 13.11 billion tons (accounting for 3% of the wastewater of the textile printing and dyeing industry), accounting for 80% of the national industrial wastewater discharge.

Railway freight prices such as textiles are regulated by the market

From January 1, the transportation prices of railway containers, LTL goods, as well as 1 cargo categories such as mineral building materials, metal products, and industrial machinery transported by truckload will be regulated by the market, and will be independently formulated by railway transport enterprises in accordance with the law. The specific categories of goods transported by truckload at market-regulated prices involve textiles, leather, furs and their products: silk, wool, chemical fibers, yarn and thread; textiles, knitwear; shoes, hats, clothing and other woven and sewn products; Leather, fur and its products.

According to the Notice of the National Development and Reform Commission on Deepening the Market-oriented Reform of Railway Freight Prices and Other Related Issues, from January 2018, 1, the electricity surcharge collected on the electrified section of the National Railway Unified Tariff will be merged into the Unified Tariff of the National Railway, and will no longer be charged separately. The benchmark freight rate for each category of goods transported by truckload with government-guided prices shall remain unchanged, and railway transport enterprises may independently determine the specific freight rate level according to the market supply and demand situation within the range of the benchmark freight rate stipulated by the state, within the range of no more than 1% upward and unlimited.

The circular emphasizes that railway transport enterprises should strictly implement the national price policy for the freight rates of goods regulated by the market, implement the regulations on clearly marked prices, and adhere to the principle of user voluntariness.

Some of China's import and export tariffs have been adjusted

After deliberation by the Tariff Commission of the State Council and approval by the State Council, following the reduction of import tariffs on some consumer goods on December 2017, 12, China has also made partial adjustments to other import and export tariffs since January 1, 2018.
